What is the function of the RSExecRole? Should I be granting this to users
in a development environment who need to create reports?

"RSExecRole" permission is given to ReportServer database. This can be used
for accessing master, msdb and reportserver tempdb. But when you configure
using report configuration tool, these permissions are granted automatically.
So dont have to give it again.
