RS Activation is failing

After getting the "The report server installation is not initialized." error,
I have tried many suggestions from this newsgroup (registry key permissions,
erasing the encryption key from the RS config file, etc...
Nothing has helped, I'm still getting the error. The log file is as follows.
One error that looks significant to me is "Client is not a local admin. Not
attempting activation."
I'll be grateful for any help, and for any insight as to which "client" the
error message is referring to.

To understand the issue better, I'd like to know the following informaiton:
1. When you tried to run the following command, what is the result?
RSACTIVATE -C "C:\Program Files\Microsoft SQL Server\MSSQL\Reporting
Services\ReportServer\RSReportServer.config" (make sure the path is the
one you installed Reporting Services)
2. Did you log on as a local admin and try to access
http://localhost/reportserver link?
this error happens if the logged in user account which is used to run the
Rsactivate did not have permission on the database and database objects in
sql server, specifically the reportserver and reportservertempdb.
I suggest that you add the user account which is used to run the rsactivate
to the sql server box as a local admin. By default local admin has full
privileges on the database and the database objects. If you cannot add them
as local admin, you can add them just to the reportserver and
reportservertempdb.

"Reporting Services Error", and the text is "The report server installation

3. I am looged in as local admin, and the administrators group has SA
privileges on the SQL Server.
4. I have now added the NetworkService account to the local admin group, as
this is the account appearing in the log file (NetzwerkDienst stands for
NetworkService), I have stopped and restarted the ReportServer service, and
tried the RSACTIVATE again.
I'm still having the problem.
Also, this a fresh install on Win2003, using Forms Auth as per the Microsoft
article "Using Forms Authentication in Reporting Services.htm".
This setup is working on our current Win 2000 server English, and I'm trying
to upgrade the solution to Win 2003 German. Both RS installations are SP1.
I have been backing up the RS databases from the win2000 server and
restoring them on the win2003, I also copied the encryption key across using

It seems to be issue caused by that form authentication was not configured
properly. Please try to use Windows authentication (default configuration)
to make sure it works properly. You could refer to the following
information from "Using Forms Authentication in Reporting Services" link.
Removing the Sample Extension
While not generally recommended, it is possible to revert back to Windows
Authentication after you have tried out the sample. To revert to Windows
security, do the following:
Restore the following files from your backup copies: Web.config,
RSReportServer.config, and RSWebApplication.config. This should set the
authentication and authorization methods for the report server to the
default Windows security. This should also remove any entries you made for
your extension in the Report Server or Report Manager configuration files.
Disable anonymous access in Internet Information Services (IIS) for the
report server virtual directory.
If it works at this time, you may try to configure form authenctication
again to troubleshoot the original issue.

||||I have restored the files as per your post, removed anonymous security for
the ReportServer and the Reports virtual directories, then restarted IIS and
the ReportServer service.
When I navigate to http://localhost/Reports/ I still experience the same
problem, and I now get a slightly different error message, with an error
number at the end of the message:
The report server installation is not initialized. Check the documentation

to the encryption keys. I restored a fresh backup from the win2000 server,
and copied the encryption keys across using rskeymgmt.
I can now get to the "Home" page of the RS Manager at URL
http://localhost/Reports/Pages/Folder.aspx?IsDetailsView=True, but as soon as
I click on a folder, I get "An internal error occurred on the report server.

Hello,
It seems the issue is caused by some settings in web.config file.
I have included a web.config file on my test machine for your reference.
Please backup the original file on your server, replace with the file
attached, and then run iisreset to restart IIS services to test. It is
under %programfiles%\Microsoft SQL server\mssql\report services\reportServer
If the issue persists, please double check the rssvrpolicy.config file to
make sure it was not modified properly.

| After looking for this error number on the Web, I found out that it

ReportManager) and I have the same problem. I didn't find the web.config file
from your server that you are mentionning (I don't know where to look for it).
I'm going to completely reinstall Reporting Services, and I'll also try to
get hotfix 821334 as it looks like it may be relevant.

I de-installed Reporting Services, and reinstalled, applied SP1.
The RS server was functionnal.
I applied the Forms Authentication changes as per the Microsoft article.
The RS server was functionnal.
I restored the ReportServer and ReportServerTempDB from the Win2000 server
and copied the encryption key using rskeymgmt.
I'm still getting the same error:
The report server installation is not initialized. Check the documentation
for more information. (rsReportServerNotActivated)
I ran rsactivate as per your first post, and I'm still getting the error.
All possible users have been given SA priviledges on the SQL Server (ASPNET,
IUSR_xxx, the account used by RS to connect to SQL, the local admin and the
administrators group)
Could it be because:
1) You cannot restore a RS server from a Win2000 English machine to a
Win2003 German machine?
2) You cannot restore a RS Server to a server that has a different name?

I thought you have followed the following KB to move database between
servers.
842425 How to move a Reporting Services database from a computer that is
http://support.microsoft.com/?id=842425
If it is the case, the issue might be related to Windows 2000 uses ASP.net
account while Windows 2003 uses Network Service account in Application
pool. You may want to add Network service account with proper permssion to
reportserver databases to see if it helps.
Also, I 'm not quite sure if German OS shall bring issues. You may want to
call local CSS to confirm this but I personally don't think it shall be a
issue. You may compare collation settings between databases on different
servers.
Different computer name shall not be a problem here.

||||I got the solution. One needs to first transfer the 2 databases and restore
them on the new server, copy the encryption key and run rskeymgmt.
Then go to the Report manager so that the RS installation gets activated.
And then and only then, reapply all changes necessary to implement forms auth.
My problem was that I had copied the 6 config files that are involved in
forms auth from the old server, and there is encrypted info in there that
isn't valid on the new server. Also, activation only works in Windows
authentication mode, that's why one has to start in Windows mode, and only
then move to Forms Auth.

| I got the solution. One needs to first transfer the 2 databases and
restore
| them on the new server, copy the encryption key and run rskeymgmt.
| Then go to the Report manager so that the RS installation gets activated.
| And then and only then, reapply all changes necessary to implement forms
auth.
| My problem was that I had copied the 6 config files that are involved in
| forms auth from the old server, and there is encrypted info in there that
| isn't valid on the new server. Also, activation only works in Windows
| authentication mode, that's why one has to start in Windows mode, and
only
| then move to Forms Auth.
