RS Installation Problem

while installing RS2000 developer edition on windows2000 server with sp4 the
install wizard stopped on the screen "Installing Reporting Services" without
doing nothing.After a while there was an error message which wrote that
Error signature:
"ProdCode:(null) ProdVer:(null) Action:(null) ErrNum:0 Err0:Default
Err1:Normal Err2:0"
In the tecnicl information wrote this:
"D:\DOCUME~1\ADMINI~1\Temp\Man1B5.tmp
D:\ProgramFiles\Microsoft SQL Server\80\RS Setup Bootstrap\LOG\RSStp_.cab"
This server doesn't have access 2 the net is that the problem?In the RSMSI1.log wrote those lines:
