RSActivate - how do I run it successfuly?

I am getting an error...
"The report server installation is not initialized. Check the documentation
for more information. (rsReportServerNotActivated)"
I went to the MSDN site to find a fix...

When I use rsactivate regardless of the switch I get...
Either the WMI provider or the path to the local config file must be specified
I have used the path to the BINN and the path to the rs config files, none
work.
Can you please send me the correct syntax and/ro path and/or utility?
