RS Install fails with HRESULT: 2147942405

I previously had RS installed and working fine. Recently I tried to access
the local reporting server instance on my development machine and noticed
that it wasn't working. One thing led to another and I ended up uninstalling
RS and then found that I couldn't re-install it. The end of the "RS Setup
Bootstrap" log file shows the following:

I found a similar bug article
(http://support.microsoft.com/default.aspx?scid=kb;en-us;897020) but this
doesn't seem to affect my install.
I currently have SQL 2000 Developer installed and running under the system
account and there are no traces of previous RS installs that I can find on my
system but the Reporting Services install still fails right after it installs
the "Setup Support Files". Has anyone else seen this?Has anyone seen this problem? I've done everything to my machine that I can
think of and nothing seems to cure it. I talked to MS support and they have
records of similar problems but the only cure they have is to rebuild the
entire machine. This is not my preferred cure since this machine is a dev
machine and will take several days to rebuild. We've also had this happen to
another machine here so this can't be that uncommon.
The weird thing is that SQL Server 2000 and MSDE both install with no
problems it's just the Reporting Services install that craps out. I'm
thinking that this is just another one of Microsoft's poorly written installs
that corrupts Windows somehow.
