RS for Developer Edition

I install Reporting Service for SQL Developer Edition (English Version) onto
a WinXP (English also), and the regional setting is United States. However,
the installation wizard is in Chinese and the Report Manager is in Chinese
also. The online book is Chinese (Taiwan).
How can I change the Report Manager and Online Book to English?

take a look in the language settings of your Internet Explorer. Maybe these
are in Chinese.
